Can we upgrade dbExpress driver for Oracle from version 4.40.16 to 4.50.19?

If you have an active subscription, you can download the latest version of the driver from
http://secure.devart.com

We only saw the version 4.40.16 . Pardon me and could you tell me more detail about how to check the subscription status and get to new driver ?
