Connectio with Oracle in Network

Hi, I´ve a problem.
I´m try to use BDS 2009 with Oracle 10g in network, but when i´m in project time i don´t connect with Oracle, but in runtime i connect.
what is the problem?

Please specify the error message that you get when connecting at design-time.
