SDAC - TMSConnection KeepDesignConnected problem

Although I have the KeepDesignConnected option of the TMSConnection set to false, it still attempts to connect to the design time settings on startup.
This creates a problem when I distribute out to clients as they have a training server and a production server with two different database names and I don't want to have to send them two different executables.
I am running SDAC verison 3.70.1.26 for Delphi 5.
In reading through the forums I beleive I saw that this was supposed to be fixed in version 3.70 but I am still having this problem.
Any help would be greatly appreciated.
