Problem with TMSCompactConnection

Hi,
I've an application with a TMSCompactConnection. The application is developed on a PC with Italian OS, so the Options.LocalIdentifier is set to "Italiano (Italia)". When running this application on a PC with German OS, just the creation of the component raises an error and the programm does not start and Windows tries to send a report to Microsoft. Before upgrading to 6.1.4 this problems wasn't there.
