error Cannot Create new Transaction because capacity was exc

hello
i'm very confused here
i use transaction from connection. and i use inherits form to implement form
when i used in new form the error is "cannot create new transaction because capacity was exceeded"
but when i use annother form start transaction it;s normal
just from my new form. how ever this code is use from the same parent
what's error is this???
