Oracle Username including Umlaut

I am using ODAC 5.70.0.29 and try to connect to Oracle XE (current version). With most of the usernames it is working fine but not with usernames containing german umlaut (ae, oe, ue). I can connect with these usernames by toad or by the webinterface with no problems. Any idea whats going wrong there.
