ODAC from source code. Oracle Package Wizard?

I can't find Oracle Package Wizard Utility in the ODAC submenus. What am I missing?

Rad Studio XE4
ODAC 9.4.13 (sources)
All ODAC design packages are correctly installed and working.

Hello,

Sources of Oracle Package Wizard, DataSet Manager and Migration Wizard are not distributed. You should install ODAC using the installer in order for these features to be available, and then include the sources.

isn't there any way to install them separately? I'd wish to keep my ODAC installation process as it is..
