problem about odac in delphi xe

In delphi xe I(192.168.0.101) want to connect to oracle(192.168.0.100)
by odac,but a problem happened:
Net:network error (windows socket error 10061,on api connect)
192.168.0.100 and 192.168.0.101 are both shutdown the firewall
why does odac not work?
