Sowtware is not delivered

Dear colegues..

27.08.2008 I pay 83 EUR for ODAC components. I see in bank that this amount is taken from company, but, i don't get software!
Is it normal for your company?
i send a lot of e-mails, but no answer..
it is also normal for your company?

how can I get my payed software?

PLEASE HELP!!!!!
