Locate with loCaseInsensitive does not work

HI,

version: 5.50.0.17 for Delphi 6

Here stange problem Locate and LocateEx methods not work with loCaseInsensitive option on Russian charset.

We reproduced your problem and fixed it. This fix will be included in the next ODAC build.
