NET: Network Error (-10000)

Please forgive me if this has been answered.

I am getting the error listed in the subject line using

ODAC 5.50
Delphi 7, with all service packs applied
Oracle 9.2 database connected to using the NET option

I am starting a 2nd application by calling windows from the master application. When the second application is started it cannot log in to Oracle 9.2. This occurs immediately after the same application, started from the desktop succeeds. Debug messages show that the server(ip:port:sid), username, password settings are correct.

Is this is known problem? Any help or experience is appreciated.

We could not reproduce the problem. Please specify the exact ODAC version including build number (see Oracle | About ODAC in the Delphi menu).
If it is possible, send to odac*crlab*com a complete small sample that demonstrates the problem, including script to create server objects.
