How to download ODAC 9.5.17

Currently I have Version 9.5.15 for Delphi RAD Studio XE2.
I can successfully log in to my ODAC account,
but there is no download link to the new Version.

After I log in, following is displayed:
"Oracle Data Access Components Professional
9.3.10 01-Aug-2014 Renew now "

Do I really Need to renew (and pay) ?
