It seems if I try to add a review comment to a non text file (like an .ICO file), it is not possible as when I right-click on the filename, and choose Add File Comment, I get an error: "No text view is currently open."

It seems I should be able to add a file comment to any file regardless if it is binary or not.

Yes, you are right, the 'Add File Comment' feature seems to be strange without the ability to add comments not only to the text files.
