Can't use all licenses

I have a Review Assistant license for 10 users. However, ReviewAssistant is only permitting me to add 9 users. Does the Administrator user require a license? Unfortunately Administrator can't be deleted since it is a mandatory account. Is there anyway to add a user for the 10th license?

Administrator account can not be deleted, but it can be renamed and used as a review participant account.
