How to configure the review assistance tool in Visual studio 2012 with TFS Repository?

Hi,
This is s.Muthuvel. We are having idea to automate the review process and we have checked number of tools. In that we have liked the devart tool for code review. Could you please provide the complete information with screenshot for free user account. so that I will start work on that and suggest my manager to purchase the tool.
I have tried with the document you have provided but I am getting following error while creating a new review.
TF400324: Team foundation services are not available from the server https://muthuvelwebapp.visualstudio.com/.
