Is it possible to work with Review Assistant disconnected from the server then have it sync up once you are connected again?
My team is distributed and sometimes our connection is not always stable so it would be convenient to be able to work with it disconnected then just have it sync up when it can.
It does not seem to be possible right now but I might have missed something.

Unfortunately, Review Assistant wasn't designed for working in offline mode. Of course, you can refresh Code Review Board and work with it in read-only mode, but you will need a connection with the Review Assistant database when you attempt to add a comment/reply, change review status etc.
