Is it possible to specify that a changeset can be reviewed by anyone (i.e. first available)? I'm trying to get code reviews started and I'd rather have a non-formal review structure where whoever gets a chance can review code that a programmer wants to have reviewed.

Right now it feels like the only way you can accomplish this is by selecting each reviewier individually.
