In addition to SQLIte3.dll, you should also supply end-users with the following libraries: midas.dll; dbexpsqlite.dll/dbexpsqlite30.dll/dbexpsqlite40.dll, depending on an IDE version. If you have a source code version of our driver, you can build the driver into your application (the process of driver inclusion is described in the readmesrc.txt file)
