Direct access to the datafile?

What is this driver for? It lets the user to connect and manuplate the database without running a postgres server?

Please specify what you mean by "without running a postgres server".
You can connect to PostgreSQL without installing client software, but if your server is not running, of course, you will not be able to connect to it.
