When I do import on a table from a csv file.
Then the standard settings for Thousand separator and Decimal separator are equal.
Every import, I need to change the setting of the Thousand separator from , to .

Where can I change these settings general ?

You can save the settings to a template file


Next time you perform data import, you just have to select the previously saved template file
