Install SQL Complete 4.5 Failing

I am getting an error during the install:
C:\ProgramData\Devart\dbForge SQL Complete\Uninstall\UpdateSystem.exe
An error occurred while trying to rename a file in the destination directory:
MoveFile failed; code 2
The system cannot find the file specified.
I was upgrading from v4.0
Following other forum posts, I have tried both repair and full uninstalled/reinstalled several times with no luck.
I am running under Windows 7 Enterprise.

Could you please let us know whether you have installed the Symantec antivirus and the mentioned file physically exists on your hard rive: C:\ProgramData\Devart\dbForge SQL Complete\Uninstall\UpdateSystem.exe

Yes and Yes. Symantec Endpoint Protection is installed and the file does exist on the disk.
FYI - I reinstalled 4.0 again to keep going and it is working fine.

This appears to be the issue of Symantec itself. Please refer to the following article for details:

Also, we have already reported this false-positive detection to Symantec and are expecting them to action accordingly.

I don't think this is an issue with Symantec - I'm having the same issue and I am not running Symantec

Could you please let us know whether you have any antivirus running in the system. If so, please tell us which one. Please try to disable it while installing the new version 4.5 of dbForge SQL Complete.
Also, we would like to let you know that Symantec has confirmed to make the appropriate changes in upcoming malware database updates.

Yes, I have tried disabling my Symantec Endpoint Protection and the install fails in the same way!

We suppose that Symantec, being installed in the system, still causes the issue somehow.
Also, Symantec has confirmed this issue and promised to make the appropriate changes in upcoming malware database updates.
We recommend you to contact Symantec on how to resolve this.
