Please give us the following information:
1. Does the issue persist with a predefined template? E.g.: enable DbContext template and disable custom templates if any.
2. Are you using a standalone Entity Developer or the one embedded into Visual Studio?
3. Try running the tool (or Entity Developer either Visual Studio) via its Run as administrator context menu.
4. Does the problem exist with a newly created model (project)?
