Licensing question

I am developing a WinForms project as a side-project for my team and I'm wondering about any licensing issue(s) I should be aware of, depending on which version I choose to use.

The program will only be used internally, so does it matter, in terms of licensing, which one I use? Can my department just purchase one of the version and use it freely (for just one program)?

dotConnect for PostgreSQL is licensed for developers (not for a workstation or a server). The type of developer license depends on the number of developers who will use the Devart product, i.e. compile the assemblies that have direct references to the Devart assemblies and use Devart classes. Ah, so the licensing is based on the number of developers using dotConnnect.
