If uninstall process didn't remove the Devart.Data folder in your environment for some reason, try using some file manager (e.g.: https://x-diesel.com/) and navigate to C:\Windows\assembly\GAC_MSIL\ and remove the Devart.Data folder.

JIC
The full reinstall with checking environment:
1) uninstall dotConnect for PostgreSQL and other Devart ADO.NET products
2) make sure that there are no Devart.* and policy.*.Devart.* files in the following folders:
* GAC 2.0 (C:\Windows\assembly\GAC_MSIL\)
* GAC 4.0 (C:\Windows\Microsoft.NET\assembly\GAC_MSIL\)
and in this registry key:
* HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\SharedDlls
3) clear the directories:
* \Program Files (x86)\Microsoft Visual Studio __._\Common7\IDE\PrivateAssemblies\Devart\
* \Program Files (x86)\Devart\
* \Program Files (x86)\Common Files\Devart\
* \Documents and Settings\All Users\Devart\EntityDeveloper\
* \Documents and Settings\All Users\Devart\dotConnect\
4) run installation of dotConnect for PostgreSQL via its right click > Run as administrator menu

Does this help?

The folder C:\Windows\assembly\GAC_MSIL\ is system. To access it, either use some file manager (Total Commander, Unreal Commander, etc) or follow walkthrough viewtopic.php?f=1&t=33218#p114802.

1. Please specify:
a) the name of the file manager you use when checking the C:\Windows\assembly\GAC_MSIL\ folder
b) send us a screenshot of the file manager window with the subfolders of C:\Windows\assembly\GAC_MSIL\ sorted by name

1. The target folder is "C:\Windows\assembly\GAC_MSIL\" (not "c:/windows/system").
2. We received your email without any attachment, please resend your screenshot.
3. Specify the name of your file manager used when checking the "C:\Windows\assembly\GAC_MSIL\" folder.
