When i try to open my project...this error comes....

As I can understand, you are trying to run your application on a machine where dotConnect for PostgreSQL is not installed. Please specify if you are receiving this error in any other case.
To deploy an application that uses dotConnect for PostgreSQL one should include the proper technical license into the project. For detailed information on how to do it, please see the Licensing and Deployment topics of our documentation:

Probably, the simplest way is to run the license wizard (the Tools -> PostgreSQL -> License Information item of the Visual Studio main menu).
