Looking for SFTP-Server with protocol 4

Our hosting company only offers SFTP version 3 on his linux servers.

Does anyone know a windows server freeware which has SFTP protocol 4 implemented? Or a quick and easy to setup linux solution?

I need one for my testings ...

Hmmm.... are there *any* FTP Servers with protocol 4 that are widely used?
