Cannot connect through TCP/IP with dbxspda40.dll and d2007

The same program, compiled with D7 and using dbxspda works fine. Is there any known problem with this driver?

Please check connection settings, antiviruses, firewalls, etc.
If this does not help, specify the exact error message text.

The error is:
(provider: Named Pipes Provider, error: 40 - Could not open a connection to
SQL Server) (Microsoft SQL Server, Error: 53)
The most incredible for me is : D7 accesing the same server works. The same program , the same server with D2007 + its driver doesn't access
