The behavior is changed in v9.5.454: the MoveTable operation is ignored now if either config.Workarounds.IgnoreSchemaName=true or config.Workarounds.IgnoreDboSchemaName=true and MoveTable is generated for Migration History table to move it into / from a schema dbo.
