"Script Use DB" setting is not respected

This option relates to the 'Generate Scripts' feature that can be accessed from the main menu 'Database -> Tasks -> Generate Scripts...'.

That's right. That option is the same in both the 'Options' window and Generate Scripts Wizard. Though, it doesn't apply to the 'Generate Script As' functionality.

Those options are made only for the Generate Scripts Wizard. This is by design.
