The ASP.NET providers support (Devart.Data.PostgreSql.Web.dll) is available only in Professional Edition of dotConnect for PostgreSQL: http://www.devart.com/dotconnect/postgresql/editions.html.

The changelog on the mentioned page is for Professional Edition (not for Express Edition). We will contact the administration of www.softpedia.com to correct this information. Thank you for your report.
