Can dotConnect for Oracle connect to an idle Oracle instance?

We are migrating and consolidating applications into C# .NET and using dotConnect for Oracle. Our legacy database administration utility allows us to connect to an idle instance and start the database. Is there any way to do the same with dotConnect?
