Probably, you are using the Express edition of dotConnect for Oracle.
dotConnect for Oracle Express Edition doesn't include Entity Framework support. Entity Framework support is available in dotConnect for Oracle Professional/Developer editions, please refer to: http://www.devart.com/dotconnect/oracle/editions.html

Please provide us with the following information:
- the edition of Visual Studio;
- please send us the machine.config file.

Please also perform the following steps:
- uninstall dotConnect for Oracle;
- clear the Program Files\Devart\dotConnect, Program Files\Devart\Entity Developer and Program Files\Common Files\Devart\dotConnect, Program Files\Common Files\Devart\Entity Developer folders;
- remove all Devart.* and policy.*.Devart.* files from the GAC;
- install dotConnect for Oracle with the following components selected - Support for ADO.NET Entity Framework, Entity Developer, Visual Studio integration and others depending on your scenario.
Make sure that during uninstalling/installing all Visual Studio instances are closed.

After this, please try creating a Devart Entity Model (*.edml) and ADO.NET Entity Data Model (*.edmx) in Visual Studio and tell us about the results.
