Unable to Connect using dotConnect to Oracle 11g Post Migration

I have a production system that is down because I cannot connect after a database migration to Oracle 11g. I am trying to connect to Oracle version 11.2.0.3.4. I am using the most recent release of dotConnect.

I am trying to connect directly to the server with the following connection information in my web.config file (obfuscated of course):

I have created a console application to troubleshoot the issue, and get the same result. Here is the entire console app:

Again, I get the same error with the console app that I did with my MVC project. Our production server has been down for over a month with related issues, so any assistance would be greatly appreciated.
